Library does not mean merely a collection of books. It is a learned institution equipped with treasures of knowledge maintained, organized, and managed by trained personnel’s to educate the children, men and women continuously and assist in their self-improvement through an effective and prompt dissemination of information embodied in the resources. Libraries are regarded as agencies through which sources of information of accumulated knowledge and experiences are selected, acquired, organized, preserved and disseminated to those who need them. (Shukla, Singh and Mishra, 2013).
Libraries are essential tools in learning at any level.
It is the intellectual centre of the society containing records not only the intellectual but also of cultural, economic and social inclination (Abba, Jameelah 2011). A good—well-equipped library is a sine qua non for the intellectual, moral, and spiritual advancement and elevation of the people of a community. It is an indispensable element of the absolute well-being of the citizens and that of the nation at large. People acquire education through certain institutions, schools, agencies, welfare bodies, museums, and organizations, and library is the most outstanding of such institution I A school, a club, an enterprise of a society can never alone impart education; each of them is dependent upon a library—a centre of wholesome education, and the quencher of thirst for concrete, fathomless, ultimate knowledge.
A research scholar can never successfully conduct his investigations and researches without the help of a library and a librarian. Librarian, as an information officer” or a “scientific officer” possesses, of necessity, definite subject background and knows best the subject area to be covered by an investigator in his narrow field of the problem in hand that he wants to attack.

The primary purpose of a university library is to support teaching, learning, and research in ways consistent with, and supportive of, the institutions aspirations. In order to meet up with this purpose and transform this institution of ours to meet with the demands of the 21St century, a librarian has a major role to play. He is the best teacher to guide himself with all existing up-to-date possible sources including various articles in research journals, periodicals, etc., as well as information available in rare books, microfilms, microfiche, manuscripts, and the like. He can guide himself most effectively and comprehensively with the bibliographies, indexes, abstracts, data-books and such innumerable reference sources and bibliographical apparatus which the investigator might, otherwise, be unaware of. Here a professionally trained efficient librarian plays a most significant role in the achievement of modern scientific discoveries. The importance of an up-to-date library in the projection of research studies can thus be very scarcely overemphasized.
Federal University Oye-Ekiti, though a young institution has over 5,000 variety of information resources both in print and non-print materials. These include books in different subjects, serial publications such as journals, magazines, newspapers, bulletins, annual reports, etc. It also has various reference resources such as; handbooks, dictionaries, manuals, Maps and Atlas, Encyclopedias, Dictionaries etc.
These resources in the library are expected to grow according to the one of the laws of librarianship by Ranganathan which states that library is a growing organism, and is provided to the users with utmost act of professionalism. In order to save the time of the user which is our primary aim, librarians serve as the mediator between the information resources and the users. It is also the duty of librarians to ensure that users have easy access to information materials within the possible short period of time, thereby creating the interest of the users to the maximal utilization of the information materials. In order to maintain this ease of access, the information materials have been organized and arranged on the shelf with library of congress classification scheme.
